Vor dem WSIS-Kompromiss schrieb ich zur Frage, ob IT-Zugang in Entwicklungsländern das Gipfelthema sei: „Meiner Ansicht nach hat die ITU den Gipfel vor allem deswegen angestoßen, um die eigene Rolle bei der Internet Governance zu stärken. “ Dass ich nicht der einzige bin, der das glaubt, zeigen die sehr harsche Worte von Luc Faubert, der für die Internet Society den Gipfel verfolgt hat:

Contrary to the official story found in many texts about WSIS, the drive behind WSIS was not the will to bridge the digital divide. WSIS was initiated through the influence of Yoshio Utsumi, the Secretary General of the ITU, in order to wrestle control of the Internet from the existing organizations that manage it.
